Modification of tariffs for homologation of auto parts impacts foreign trade

Argentina. The National Institute of Industrial Technology (INTI) has announced an update in the fees for the issuance of the Certificate of Approval of Auto Parts and/or Safety Elements (CHAS).

The adjustment of tariff rates seeks to ensure quality standards and traceability in the auto parts market, impacting both importers and exporters.

The measure, formalized through Resolution 23/2024, published in the Official Gazette, aims to adjust the costs of the services that the agency provides, in line with the evolution of market prices. This change will directly affect foreign trade operations linked to the import and marketing of auto parts, a strategic segment of the automotive industry and logistics.

Challenges for importers and exporters

Foreign trade in auto parts, one of the most dynamic sectors in the automotive industry, is facing new challenges after the tariff update. Both importers and exporters will need to review and adjust their budgets to absorb the increase in certification costs. This adjustment could impact the competitiveness of Argentine auto parts in the international market. According to the Chamber of Commerce of Auto Parts, this sector represents a significant portion of logistics and commercial operations in the country, which highlights the importance of the measures adopted.

Transparency in the publication of new values

Resolution 23/2024 also establishes that the new values of the tariffs must be published transparently on the official INTI website. This step complies with Law 27,275 on Access to Public Information, ensuring that all interested parties have clear and direct access to updated information.

Although the changes do not affect the bonus policy for Micro, Small and Medium-sized Enterprises (MSMEs), they will continue to benefit from a 23% discount on regulated and non-regulated services, as long as they present the corresponding MSME Certificate. This measure aims to support the inclusion of small businesses in an increasingly competitive market.

New rules affecting domestic production and imports

Simultaneously, the Official Gazette published Resolution 22/2024, which modifies the conditions for determining the non-existence of domestic production of certain products, facilitating the authorization of imports with tariff benefits. This resolution seeks to balance the promotion of foreign trade with the protection of national industry, with a focus on transparency and competitiveness.

The adjustment in the verification procedures, more rigorous and detailed, ensures that imported products comply with the quality and traceability standards required by the regulations. This will allow for greater protection of the local industry while maintaining fair competition in the market.

Both regulations demonstrate the Government's commitment to balance the opening of international trade with the strengthening of key sectors of the Argentine economy. Through these changes, the authorities seek to optimize regulatory procedures, guaranteeing transparency in foreign trade and favoring greater competitiveness of national products compared to imported ones.

This adjustment in tariffs and certification procedures highlights the importance of maintaining a robust automotive market, with international standards of quality and traceability, which is essential to ensure consumer safety and competitiveness in the global market.
